Summary:                    RFE: CAS for adding/removing entries to/from
/etc/shells
Description: 
Could we get a CAS to handle /etc/shells entries. Currently bash, zsh, tcsh
and maybe others employ their own postinstall/postremove scripts to do so.

It would be a superset of cswetcservices.  The trick is that the file may
not exist initially at all.  In the case where test ! -f /etc/shells is
true, a default list needs to be added.  If the list of all valid shells
(sol8 and up) is provided, I can look at adding this CAS.
