Without the first, emacs does not function.

The issue is that by default the dependencies are on the .elc files. For an
unexpected error, the compiled versions of these and some other files, are
not in emacs_common. To correct this, before I'm providing a corrected
package, which will not occur in the immediate future, please install
emacs_el package to use the un-compiled version of the files.
