It does exist in /opt/csw/lib/cups/filter/pdftops. And the log shows that it is identified there. But I suspect it is not being called using the absolute path. I tried simply creating a symlink in /bin to that file. But the error was the same. The same problem occurred on Solaris 11 using Oracle-built packages. I read here (https://www.jmcpdotcom.com/blog/tag/pdftops/) that the solution was to install evince (a PDF viewer) that includes a different version of pdftops. Installing evince on Solaris 11 did solve the problem there. But I cannot get CSWevince installed on Solaris 10 to test.
