[csw-buildfarm] Please install sqlite3_devel on the buildfarm

Looks like a sudo issue.  I missed it in all the output last night (I
have a script that iterates over the boxes).  sudo is complaining
about a bad gid (1 instead of 0) on the sudoers file.

This will require Dago's intervention to correct.
