On an external host which doesn't use a proxy:

svn: OPTIONS of
'https://gar.svn.sourceforge.net/svnroot/gar/csw/mgar/gar/v2': could
not connect to server (https://gar.svn.sourceforge.net)

It looks like a problem on the SF side.
