[csw-buildfarm] Dev packages on the buildfarm

A side effect of our library repackaging is that our buildfarm is
losing header files.  I think that the following scenario is taking
place:

1. Original state

CSWlibfoo (libfoo.so.1, foo.h)

2. After repackaging

CSWlibfoo1 (libfoo.so.1)
CSWlibfoo_dev (foo.h)
CSWlibfoo → CSWlibfoo1

After we upgrade CSWlibfoo, CSWlibfoo1 gets pulled in as a dependency,
but foo.h disappears, because it's no longer in CSWlibfoo, and
CSWlibfoo does not depend on CSWlibfoo_dev.

Can you try to figure out which header files we might have lost, and
reinstall them (from their new _dev packages).
