[csw-buildfarm] Removal of package: CSWlibnetpbm-dev

Hello,

Can you remove CSWlibnetpbm-dev from the buildfarm? I'm suspecting a
weird interference with a test build of ImageMagick I'm doing, and I
cannot reproduce at home.

Beside, I don't think we should create new dependencies on libnetpbm if
it can be avoided. That's one messy package.
