[csw-maintainers] Update on Subversion

I have the issues just about worked out with Subversion.
I also figured out what changed between the "good compile" and 
now.   neon was updated to 0.28.4 from 0.28.3

this is not an issue, but I found the subversion compile
fails when I use --with-neon=$(prefix)

when I remove the line and let the configure "find" it it works
beautifully.  I will check the bug list and file one if it don't exist.

version 1.6.1 of subversion should be in testing shortly.
