An "optional standard" is not really a "standard"; it becomes merely a
"suggestion". That's no good for future purposes of a fully automated tool
to build any arbitrary package.

ie: "csw-build xyzsoft" would automatically download source for xyzsoft
from gar, and build a package for it.
