[csw-maintainers] package hooks (update)

Hi All,

I've tweaked the package hooks rfc slightly and would appreciate any
feedback.  Changes are:

1. Use /var/tmp for file storage of package lists.  I think storing
   temp data in /var/opt/csw/pkg-hooks was wrong, since it's not long
   lived.
2. Renamed and expanded the list of proposed hooks.  I think the new
   scheme adds better clarity of purpose to the names of the hooks.

If this is acceptable, I'm going to go ahead and begin the
implementation.
