Must be some difference between our systems, this is the same install:

Installing class <cswusergroup> ...
Group clamav has been added
User clamav has been added

[ verifying class <cswusergroup> ]
/var/opt/csw/clamav/db/daily.cvd
/var/opt/csw/clamav/db/main.cvd
[ verifying class <ugfiles> ]
Copying sample config to /opt/csw/etc/clamav-milter.conf
Copying sample config to /opt/csw/etc/clamd.conf
Copying sample config to /opt/csw/etc/freshclam.conf

[ verifying class <cswcpsampleconf> ]
Installing class <cswinitsmf> ...
Creating /var/opt/csw/svc/manifest/network ...
Creating service script in /var/opt/csw/svc/method/svc-cswclamav-milter ...
Creating manifest ...
Configuring service in SMF ...
CSWclamav is using Service Management Facility. The FMRI is
svc:/network/cswclamav-milter:default
Enabling svc:/network/cswclamav-milter ...
Creating service script in /var/opt/csw/svc/method/svc-cswclamd ...
Creating manifest ...
Configuring service in SMF ...
CSWclamav is using Service Management Facility. The FMRI is
svc:/network/cswclamd:default
Enabling svc:/network/cswclamd ...
[ verifying class <cswinitsmf> ]

Installation of <CSWclamav> was successful.

I also had cswclassutils 1.22 and no previous install of clamav. What
could cause my contents file to be populated but not yours?
