[csw-maintainers] dependency issue while checking packages

My ganglia Makefile generates a number of packages:

PACKAGES = CSWgangliart CSWgangliaagent CSWgangliadevel CSWgangliagmetad 
CSWgangliaweb CSWgangliamodpython

When I run

  gmake package

it builds CSWgangliaagent, and then complains because CSWgangliart 
doesn't exist or is not installed

When I build on my own machine (Solaris 10 x86 + current + Sun Studio 
12) I am able to build all the packages successfully without this 
error.  On build8s, however, only the ganglia_agent package file is 
generated and the build goes no further:
