There seems to be MIGRATECONF missing as in
  http://wiki.opencsw.org/cswclassutils-package#toc12

I guess it should be something like

MIGRATE_FILES = servers config
MIGRATE_SOURCE_DIR = /etc/subversion
MIGRATE_DEST_DIR= /etc/opt/csw/subversion
