As a French, by election, I like the Condorcet system, however
abstruse/abscons. As for the tool to use I think that CIVS, private, is
a good and quick compromise. For the debian-voting, the interest is that
it can be hosted on our system and only people having the right to
connect to the build farm can vote. However, being hosted on a system on
which there are many administrators being part of the process is not as
fair as it seems. Consequently, my preference goes to CIVS.
