[csw-maintainers] A new check: package file name must match the architecture in pkginfo

I've been bitten again by the package architecture mislabeling
problem: the i386 package was given a *-sparc-CSW.pkg.gz file name.
To prevent the problem from happening in the future, I've added a new
test to checkpkg.

If you want your packages to be checked with it, you need to update
the gar subdirectory in your subversion clients.
