(again, from fuzzy memory..) I dont think its so much that "packages break".
It's that when users try to do something "interesting" with LC_TIME,
then almost *all* packages "break", unless there is the symlink from
LC_TIME->messages.
Which is presumably why I put the symlink into common, rather than
having one particular package 'fix" this.

odd example: Lets say you wanted your regular locale to be "X", but
for some reason, wanted your time handling to be in the style of
locale "Y".
(For example, if you're stuck in yankee land, but actually like ISO
time format standards ;-)

This can only happen, if you actually HAVE "LC_TIME" directories, I think?
