[csw-maintainers] bad interactions with CSWcommon

If something were broken with a missing LC_TIME directory, that would
be either a) the app or b) the gettext/libintl in play at the time.
CSWgettext is much newer at this point.

Unless you can recall an app that was affected, this is a needle in a
haystack issue.

I'd vote that the best solution is to remove the directories from
CSWcommon and then fix up individual packages as required.  The fix is
actually very simple and won't require a rebuild.  The affected
packages can be unrolled and the the LC_TIME directory and
LC_TIME/$domain.mo -> ../LC_MESSAGES/$domain.mo links added, the
protoype updated, etc.  This allows us to correct even very old
packages without necessarily rebuilding them.
