[csw-maintainers] Updated Perl module handling in GAR

Hi,

with r9382 the Perl module handling has beed modified as discussed.

The description is now automatically set to
   <catalogname> - <perlmodule>: <description>
e.g.
   pm_xmlparser - XML-Parser: A module for parsing XML documents

Additionally, the pkginfo(4) has an additional field PERL_MODULE_NAME
which holds <perlmodule> same as above. This allows safe detection
of packages containing Perl modules and associate them with their
CPAN name. This field is not shown by default, but can be queried
with pkgparam.
