[csw-maintainers] Disabling git patching framework in gar

Hi All,

I just added a toggle to the git patching framework for GAR.  If you
set the variable NOGITPATCH to a non-null value, you can turn off the
git stuff that brackets the extract and patch steps.

Let me know if you have any trouble with it.  I'm about to go document
it...
