[csw-maintainers] python packages sticking up the queue

No, this was the initial cause of the discussion.  When I packaged the
libxslt update, I found it stuck files there and adjusted GAR to make
it pycompile these.  The libxslt installer goes to great lengths in
the configure script to find a version specific lib path...

You can put the *xslt* packages on hold for now if you'd like, until
we've finished the python discussion.
