This change works here.  With no csw.conf in place and AUTOENABLE no
in only one of the bacula init scripts, I get:

# svcs -a | grep bacula
disabled       12:49:57 svc:/network/cswbacula-dir:default
online         12:50:09 svc:/network/cswbacula-sd:default
online         12:50:18 svc:/network/cswbacula-fd:default
