Looking at CSWcommon, I see that we currently deliver an arch specific
package.  The differences (that I can see) are simply that {lib,bin}/
contain different set of directories for isaexec to leverage.

Is there any harm in shipping an ARCH=all CSWcommon that provides the
super set of directories?
