[csw-maintainers] i cswreleasenotes

Hi All,

I just committed a change to GAR that allows easy addition of the
cswreleasenotes file that has been suggested on a few occassions.  Add
CSWfoo.cswreleasenotes to files/ with content intended for internal
release issues (eg: this contains /usr/local references but they're
ok) and tack it onto DISTFILES.

It might be nice to standardize (informally) the formatting of this
file for consistent review, but that's a whole other topic.

Let me know if you have issues with it.
