What; something I already know and will be applicable:  html(a very
specific, "blessed" subset) or wiki markup
Why: Because it makes putting it online trivial, AND eliminates
needlessly having to learn Yet Another Language.

html(4) would have the additional benefit that it is "immediately"
readable, both online, and in a file. Zero translations needed; what
people read is directly the definitive document.

Just limit allowable markups to something like

 B,U,H(1234), HR, BLOCKQUOTE, HREF, A

and we're all set.
