[csw-maintainers] /etc/shells CAS for testing...

Hi All,

I put together a working but only lightly tested CAS to handle
registration and de-registration of a shell from /etc/shells this
morning.  It'll be available[1] for testing shortly.  This is in
request to an RFE[2] on cswclassutils.

I'll add the GAR integration after it's released.
