Yes, there are separate checks performed on package contents, and on
file names.  There was a check for the file name, but not for the
OPENCSW_REPOSITORY entry in pkginfo.

r14626 adds a check for pkginfo.  I wasn't sure how strict the check
should be, so for starters, there are 2 things required:

1. pkginfo should contain the OPENCSW_REPOSITORY entry
2. the entry should not contain the UNCOMMITTED tag
