[csw-maintainers] Announce support for pkgutil

Hi Peter,

Here's a proposed bit of logic for pkgutil: if it tries to get the
catalog file and gets a 404, it could look for 00ANNOUNCE and if it's
present, display the contents to the user and exit with status code >
0. It would handle this kind of a situation:
