[csw-maintainers] Making GARVERSION explicit

Fellow maintainers,

I have updated all GAR Makefiles to make the used GAR version explicit with
  GARTYPE = v2
in r16916:
  http://sourceforge.net/apps/trac/gar/changeset/16916
I plan to make some things in GAR cleaner which will require adjustments in the Makefiles.
Fixating the GARTYPE ensures existing Makefiles stay with a clean build environment.
