Please try
  cd cpan/
  ./makemake CGI::Session::Serialize::yaml
Then
  cd CGI-Session-Serialize-yaml/trunk
and work towards a releasable package with
  mgar spotless
  mgar package
  (debug)
  ...
and finally
  mgar commit -m "Initial commit"
  mgar repackage
