[csw-maintainers] The --remove option is now gone from csw-upload-pkg

The --remove option for csw-upload-pkg was unintuitive and dangerous,
so I removed it. For package removals, there is now a separate utility
which can do it safely, checking for reverse dependencies. Hat tip to
Carsten who has laid down the foundation code for it.

For most practical purposes, maintainers do not need to perform
package removals. To avoid file collisions between old and new
packages, it's enough to create an empty package and upload it.
