set ISA depend path in GAR recipe

As mentioned previously BUILD_ISAS helps in my case but it is pentium_pro or sparcv8 on 32bit. 
A better solution whould be a GAR variable which 
is empty on 32bit build = ""
and on 64bit build = /64
Do we have such GAR variable already?
