[csw-pkgsubmissions] newpkgs apache2

You include the file  /opt/csw/apache2/etc/extra/httpd-manual.conf
that file is already present in the apache2_manual package.


This hints at the idea that you should get your package building
routines to also generate apache2_manual package, and submit a new set
of split apache2 packages.
