[csw-pkgsubmissions] newpkgs libxml2_2, libxml2_dev, libxml2_stub, (...)

i THINK I have these batched.
I had to tweak some of my code to make it happen more cleanly.
Might be advisable  if you poked around the display pages and mantis
to see if things looks appropriate.

I probably wont get to the other _stub packages until tomorrow.
Something still doesnt feel right to me, and I'm out of "quiet time"
to investigate.
