I was finally able to re-produce this error.
it comes from CSWphp5 not containing any modules on a fresh install.
I will add the extensions/no-debug-non-zts-* directory to the package and
this will take care of the problem.

I filed bug http://www.opencsw.org/mantis/view.php?id=3660 so this can be tracked.
