Ok, you are on Solaris 10 which received a package update to 4.8.0 which
the Solaris 9 version didn't which I looked at.

The build is pretty much standard:
  http://sourceforge.net/apps/trac/gar/browser/csw/mgar/pkg/mc/trunk/Makefile

In the FAQ from the package it says ~/.config/mc/ini so I guess it was upstreams
choice to relocate it. Where did you read about the location? Probably it is worth
filing a bug report upstream.

PS: Your rz-amper project looks pretty cool, just by coincidence would you be interested
in joining and packaging some useful stuff?
