It would be nice to have a global config file to specify the UID range for
daemons,

DAEMON_UID_HIGH = 1199

I will use something like usergroup_uid_low and usergroup_uid_high to
resemble the already existing usergroup_remove setting. I think it's a good
idea to be clear about which script the settings belong to.

I will look into this soon but I have a few bugs to take care of first.
