Summary:                    Split out utils to separate package
Description: 
We should probably split out the xpdf utils to a separate package since
they collide with poppler, and make that package incompatible with poppler
(just as I have made poppler incompatible with xpdf).

I've committed the Makefile that will make this happen, you just have to
build and release it.
