our /opt/csw is a NFS-shared filesystem
after upgrade svn cant find libneon

This is to aid sparse zones with shared /opt. Unfortunately this goal is
diametral to NFS-shared /opt/csw, but from a usage point sparse zones are
much more common than shared NFS. Having local configuration under /etc
allow zone-specific adjustments.
You may want to loopback-mount
/etc/opt/csw -> /opt/csw/etc
and
/var/opt/csw -> /opt/csw/var
in your environment.
If you want to seriously use and advocate shared NFS I recommend joining
the project and help adjusting scripts etc.
