Summary:                    Upgrading to 1.6.11,REV=2010.05.27 breaks webdav

Description: 
uploads no longer are possible.

The main problem seems to be bdb48, as apr-util still uses bdb47
the DavLockDB is no longer useable/createable and as a result
the uploads fail.

It'd be nice if this used the new cswap2mod CAS upon update...if we get
the bug in preserveconf fixed quickly, I think this new script is ready for
release too.  Thoughts?
