Description: 
cswcptemplates doesn't set the ownerships and file permissions given in
pkgmap of the package. Instead the system defaults settings were used.

Moved this issue to cas_cptemplates (package specific) since each CAS is
now an independent package.

Phil, when you've fixed this in the GAR repo, you can get an updated
package with:
gmake package-CSWcas-cptemplates
