technically, this is really a bug in the libtool package. it should depend
on CSWlibltdl3 as well as CSWlibltdl7.

Odd thing is, I thought a fixed package was already submitted for this
some months ago. but I dont see it :(

Correct.  I realise now there are several of these and a libtool fix is
going to be needed anyway to support the unmaintained packages.  You might
get a "use the lib not main package" or "updated to .7" report here too so
it's not much different as fix might as well use .7.
