Yes, after your initial bug report I have already spotted the location. I
got caught that an empty string in Make syntax is "true" if it contains
spaces.

The problem occurs if ISAEXEC is enabled in general and the built result
actually contains a binary, regardless if it makes into the package or not.
Fixing.
