Initially I thought that this is related to mod_dav...

When using DAV repository access, the DBM DSO cannot be loaded and the
following message appears in the error_log:

(20019)DSO load failed: The DBM driver could not be loaded

Installing libaprutil1_dbm_db solves this issue.

In my opinion, the libaprutil1_dbd_sqlite3 is used by mod_svn or dav_svn,
probably the later.
