/opt/csw/share/perl/csw/Spiffy.pm needs YAML.pm, please add depend for
CSWpmyaml.

Workaround install CSWpmyaml

Fixed in 0.30,REV=2010.01.15 and released to current/.

In fact YAML is only required in the debugging function spiffy_dump and not
listed as required in Makefile.PL, so I revert the change and make this
optional again.
