Hi Peter,

As we discussed, it would be nice if the emacs packages provided a
site-start (or similar) directory where other providers of .el/.elc files
could place small elisp snippets that see things hooked into the startup of
every emacs instance.

I'm not going to push hard for this since we can meet the need with the
separate package.  From my point of view though, it would be nice to drop
the separate package and roll it directly in with the primary emacs
package.

It's your call though and if you'd like to close this, that's fine with me.
