The puppet user is created with status UP:

# passwd -s puppet
puppet    UP

Could this instead be locked (LK)?

No worries.  After a bit more testing it appears the "UP" status (which
isn't well-documented) is pretty equivalent to "NL" (passwd -N) in that you
can't log in but delayed execution is possible.
