Summary:                    Missing dependency on py_setuptools
Description: 
When installing py_pip there is no dependency on py_setuptools.  So on a
machine where setuptools is not installed pip will fail when trying to
import pkg_resources.  Simply installing py_setuptools manually fixes the
issue.
