I cannot verify this issue, the current binutils packages contains windres
for Solaris 11 x86:

unstable11x% pkginfo -x CSWbinutils
CSWbinutils  binutils - GNU binary utilities: gas, gld, gprof, and others
             (i386) 2.24,REV=2014.08.20
unstable11x% grep windres /var/sadm/install/contents
/opt/csw/bin/gwindres f none 0755 root bin 5876700 18219 1408536606
CSWbinutils
/opt/csw/gnu/windres=../bin/gwindres s none CSWbinutils

Please note that as all GNU utilities it is prefixed with 'g' in
/opt/csw/bin and without 'g' in /opt/csw/gnu.
