Summary:                    Permission and template incomplete
Description: 
The config files ending in .CSW should be copied over to filenames without
.CSW.

The link /etc/opt/csw/freeradius/sites-enabled/default pointed to
    default -> ../sites-available/default
but there was only ../sites-available/default.CSW

Addiitionally the "users" files must be readable by user radius and not
only root as freeradius runs as radius.
