[csw-buildfarm] checkpkg.ini

Dear buildfarm admins, could you please place checkpkg.ini in /etc/opt/csw?

The original is in ~maciej/.checkpkg/checkpkg.ini

Please make it 0640 with a group that maintainers can read, owned by
me.  I would like write access to that file in case I need to change
the database everyone is using, which might be convenient when doing
things such as schema changes.
